INTRODUCTION

CORE FUNCTIONS OF THE DEPARTMENT


Provide the best support services to the Council, Executive Mayor and all the Council departments
Develop and establish human resource management system to be able to recruit, train and retain good employees in a cost effective way.
Upgrade and maintain the Council property (building and facilities) in a good state in order to provide quality service to the community.
Revision of the Council Policies and procedures to comply with statutory and legal requirements.
Provide professional legal advice to the Council and its top management.

ADMINISTRATION

Mission
Ensure smooth administration/functioning of Council by providing timeous compilation and delivery of Council agendas to Councilors and various departmental Managers. Publish notices and tenders promptly thereby ensuring continuous development and quality service delivery to the community leaving within Council’s area of jurisdiction as well as ensuring proper finance or budgetary control within all operations of Council. Ensure proper execution of Council Resolution.

Goals
- To improve the departmental information technology system.
- Provide electronic documents management system that is cost effective.
- Improve service delivery by providing proper printing and photocopying machines for the whole
Council that will reduce the cost for overtime and waste on time and paper.
- Renovation of Council property being leased out to public etc.
- Ensuring of proper and timeous support to the Speaker and Executive Mayor’s office.

HUMAN RESOURCES

Mission
To provide and establish stable and productive workforce for the functioning of Council’s various departments and strive for cost effective personnel Management Systems and procedures including electronic personnel management system that is linked to pay day. To provide training of both Staff and Councilors as would be required as well as conscientise staff in realizing work ethics thereby minimizing labour related conflicts.

Goals
- Improve the service delivery by installing the electronic personnel management system which
is administratively prudent and cost effective.
- Ensure improved service delivery in respect of EAP by ensuring filling of post for
capacity in numbers as well as regarding of the positive of EAP practitioners to
creditable personnel.
- Ensure achievement of goals set in the EEP of Council to reflect the actual
demographic of the people living within Council’s area of jurisdiction.
- Provide efficient and effective administrative support to departments operations to
ensure optimal service delivery.
- Ensure absolute stoppage to misuse of Council’s vehicles.
- Ensure training of all personnel by end June 2007.
- Indulge more meaningful in labour relations issues.
- Improved workers compensation co-ordination and timeous submission of
applications and effective regular follow-ups.
